Here, another more exact interpretation is that fire (flame) rises.Although lighting generate heat, it is not a `flame' where a flame can be extinguished by water.It is perfectly acceptable to have light shining to a pool of water. This is the same as natural light filtering into the fish tank.Therefore, there should not be an issue over this.
